Ride smart, ride safe – e-bike and e-scooter rules

Electric bikes and electric scooters have transformed the way people travel around Montgomery County. Whether commuting to work, riding to school, or simply enjoying a neighborhood ride, these vehicles are becoming a common sight, especially amongst the youth.

With greater use comes greater responsibility. Understanding local laws and safety regulations helps protect riders, pedestrians, motorists, and everyone sharing the road.

Know the Rules

Maryland and Montgomery County have established important safety regulations.

Maryland Law: Where You Can Ride

Maryland law treats bicycles and motor scooters similarly in many situations. Key rules include:

  • Do not ride on roads with speed limits over 50 mph, except in limited situations.
  • Do not ride on expressways or controlled-access highways unless there is an approved bicycle path.
  • Use a bike lane when one is available and safe to use.
  • Leave a bike lane only when:
    • Passing another rider or pedestrian.
    • Making a left turn.
    • Avoiding debris or hazards.
    • The bike lane ends or is interrupted.
  • Signal before moving out of a bike lane.
  • Ride on the roadway or shoulder when a usable bike lane is not available.
  • Always obey traffic signs, signals, and lane markings.

Montgomery County Rules

Montgomery County’s Bill 36-21 establishes additional safety requirements for e-scooter riders:

  • Riders must be at least 14 years.
  • Maximum operating speed is 15 mph.
  • Every e-scooter must have a white front light and red rear reflector or rear light
  • Riders under 18 years old must wear a helmet (but everyone is encouraged to wear them).
  • Ride only in areas where e-scooters are permitted.
  • Parking Rules
    • Park upright and only in permitted parking areas, such as designated scooter parking zones or approved curbside locations.
    • Keep at least 4 feet of sidewalk clear so pedestrians can move safely.
    • Never park in bike lanes, accessible parking spaces, transit zones, driveways, dining areas, or in front of entrances, ramps, or gates.

Residents can register their bikes with the Montgomery County Police Department, which can assist with identification and recovery if a bike is lost or stolen.
