Board approves technology upgrades and facility improvements

At its May 28 meeting, the Montgomery Village Foundation (MVF) Board of Directors approved several capital improvement projects, including technology upgrades, computer replacements, and new seating for the North Creek Community Center.

Technology investments approved

The Board authorized the purchase of 10 new Dell computer workstations and five docking stations as part of MVF's scheduled five-year computer replacement program. Interim Executive Vice President Karen Kodjanian reported that the replacement of four desktop computers, five laptops, and one Pro Slim Desktop was included in the 2026 Reserves Budget.

The Board approved the purchase from The Dresner Group for $21,974.59 and authorized up to an additional 10% for unforeseen expenses, bringing the total authorized amount to $24,172.04.

The Board also approved upgrades to MVF's server infrastructure, including a three-year warranty renewal for the organization's Dell PowerEdge R730 server and an operating system upgrade from Windows Server 2016 to Windows Server 2025.

Kodjanian explained that Microsoft support for Windows Server 2016 is ending, making the upgrade necessary to maintain security, compatibility, and manufacturer support. The project will also include upgrades to hosted virtual servers and database software.

The Board approved the server upgrades, installation, and warranty renewals through The Dresner Group for $30,268.34, with an additional 10 % contingency authorized for a total not-to-exceed amount of $33,295.17.

New chairs for North Creek Community Center

The Board also approved the purchase of new seating for the North Creek Community Center and Board Room.

Director of Recreation and Parks Duncan Mullis said the existing brown metal folding chairs used for rentals and events are outdated, uncomfortable, and no longer provide the best experience for guests. The Board Room audience chairs have also exceeded their useful life.

Staff recommended replacing the chairs with black MityLite Flex One folding chairs, citing their durability, comfort, lightweight design, and 1,000-pound manufacturer-rated weight capacity. The same manufacturer-supplied chairs are currently in use at the Lake Marion Community Center.

The Board awarded the contract to MityLite, Inc. for $13,969.95 and authorized an additional 10% contingency for unforeseen expenses.

President’s Remarks

Board President Susan Prince encouraged residents to take advantage of Montgomery Village's recreational amenities throughout the summer. She also reported that the Montgomery Village Avenue repaving project continues to move forward despite recent rainy weather.

Prince recognized Sabeena Khanna with a Community Service Award for her two years of service on the Recreation Committee and her contributions toward enhancing recreational programs and amenities for Village residents.

She also reminded the Board and residents that the Board's Annual Strategic Planning Retreat will be held Saturday, June 13, from 8 a.m. to 1 p.m. in the North Creek Board Room. The meeting is open to the public.

Interim EVP Report

Kodjanian reported that MVF continues to seek updates regarding Lot 37 near the Lidl grocery store. Staff remains in regular contact with Spotless Brands but has not yet received new information.

She also reported progress in the search for a Communications and Marketing Manager, with first-round interviews completed and second-round interviews expected in the coming weeks.

Regarding MVF's ongoing search for a new operating system, Kodjanian said staff continues to evaluate options that will support billing, payment processing, and financial reporting needs for both residents and community boards. One leading candidate, CINC Systems, is expected to send its engineering team to MVF in early June to review organizational requirements and discuss implementation needs. Staff anticipates bringing a recommendation to the Board later this summer.

Kodjanian also noted that MVF management and legal counsel recently met with representatives from the Columbia Association following the conclusion of the Maryland legislative session. The annual meeting provides an opportunity for the two organizations to discuss legislation affecting large community associations and to maintain a collaborative working relationship.

Treasurer’s Report

MVF Treasurer Dr. Jayaraman Vijayakumar presented the Treasurer’s Report for the year-to-date (YTD) and month ending April 30, 2026. Dr. Vijayakumar reported that overall results through the end of April continue ahead of budgeted projections by approximately $863,000, due to Revenues from Investment Income ($491,000), Camps and Classes ($116,000), Capital Contributions Fees ($68,000), and Pool Memberships/Rentals ($27,000). He noted that Capital Contribution Fees are $56,000 above budget, primarily due to 33 Bloom Village unit sales year-to-date versus 12 units assumed in the budget, as the budget reflects a more even distribution of unit sales over the year.

He noted total Revenues were $4,375,279, which is 21.28% higher than budget and 18.47% higher than 2025’s actual revenues. Total Operating Expenses were $3,120,678, which is 3.0% lower than budget and 5.2% higher than the same period last year.

Dr. Vijayakumar said Capital Contribution Fees were $148,617 versus $81,033 budgeted for 2026.

He said the Balance Sheet continues to reflect MVF’s strong financial position, having $15 million of its $36 million assets (42%) held in Cash and Investments. MVF continues to hold more than 3.8 times more current assets than total liabilities on its balance sheet. The Operating Fund maintains about $3.4 million in Undesignated Reserves. The Assessment Receivables balance has seen an overall decrease from last year of $36,500 or -6.2%.

The Delinquency Rate was reported at 18% (1,525 units), which is a decrease of 0.8% from April 2025’s rate of 18.8% (1,593 units). The current rate is 0.4% below the 10-year April average of 18.3% but remains generally in line with historical trends for this time of year.
