New Montgomery Village Team added to 6th District Police

At the May 31 Montgomery Village Foundation (MVF) Board of Directors meeting, several bids were approved to facilitate enhancements to South Valley Park, specifically the football field renovation project. The Board approved an irrigation system, laser grading of the field and fencing—enhancements that will upgrade the existing football field and allow for other uses at the site.
The Board authorized Executive Vice (EVP) President Dave Humpton to execute contracts with several companies to compete the work at South Valley Park. K and C Grounds was awarded a bid for $27,500 for the grading of the fields. Because an irrigation system will be installed, this is a necessary step to ensure that the fields drain properly. Hydro-Tech Irrigation was awarded a bid for $45,000 to install the irrigation system. This system will keep the Bermudagrass surface properly watered, protecting the investment in this field.
Hercules Fence was awarded a bid for $18,875 to enclose the area with an 8-foot high fence to further protect the investments in the park. Funds for the fence and irrigation system are available through the Capital Contribution Fund, and the grading work will be paid for from Reserves. The goal of the South Valley Park renovation project is to create a premiere sports field facility in Montgomery Village. This upgraded field will allow for football, soccer and other sports, and complements other recent enhancements to the park, including the restroom and concession stand facility.
Other Agenda Items
Following former Board member Tammy Holloway’s resignation last December, the Board enacted the process to fill the vacancy earlier this year. During the meeting, two residents who previously applied for appointment to the vacancy were given the opportunity to address the Board and discuss their qualifications for the position. After brief questions of the candidates, the Board voted to appoint Benjamin Davis to fill the remainder of Holloway’s term.
Davis, who currently serves on the Nominating Committee, hopes to bring his talents as a Management Analyst at NIST to help MVF continue to plan for the future and succeed as a community.
Additionally, Melanie O’Brien was reappointed as the chair to the Communications Committee.
President’s Remarks
Board President Glenn Gargan thanked those in attendance as well as the Board members for adjusting to the date change of the meeting.
EVP Report
EVP Humpton thanked staff for their hard work in opening MVF’s pools, noting that there is a lot of behind the scenes action that takes place to maintain them in the off season and prepare them for opening each summer.
Humpton also said Bus Rapid Transit (BRT) Project Manager Corey Pitts from Montgomery County DOT will come to the June Board meeting to talk about the progress of the BRT.
On other development issues, Humpton said that Monument Realty, owners of the former golf course property, were still waiting for a certified site plan from the county. He noted that progress was being made, but it was slower than Monument had hoped; discussion about the parks agreement with the county is taking longer than expected.
Atlantic Realty Companies (ARC), owners of the Village Center, received a site plan approval from the county as well. Humpton said ARC plans to meet with the Commercial Architectural Review Committee (CARC) in August to discuss the approved site plan and how phases of that would be introduced at the property.
When asked about the Professional Center, Humpton said he is unaware of any contracts on the site, but the owners of the site have said they have had some interest. As with all commercial sites, it will take time for the right developer to bring about the right plan that fits in the community.
Treasurer’s Report
Recently promoted CFO Daniel Salazar gave the Treasurer’s Report in Bob Carey’s absence. Salazar noted he was thankful and excited for the opportunity to serve as the CFO and looks forward to working with the Board in his new capacity.
Salazar reported the year-to-date (YTD) Net Income as $240,000 favorable to the budget, as well as Revenue in excess of $55,000, mainly due to the sale of the Cider Mill Apartments earlier this year. Personnel costs have also been favorable to the budget by approximately $107,000 due to three open positions within the organization. Operating Expenses, including office expenses, service contracts, landscaping and lake and pond maintenance costs are all tracking favorable to the budget.
For the month of April, Net Income was reported as $63,000 ahead of budget. Revenue is tracking approximately $39,000 favorable to the budget from pool memberships, disclosure fees, camps and classes and personnel costs. Monthly Operating Expenses are tracking to the budget.
Salazar noted the Balance Sheet remains strong, showing $8.9 million of MVF’s $19.2 million total assets in Cash and Investments. Assessment Receivables are also favorable to the budget and tracking ahead of last year. MVF currently holds $2.2 million in Undesignated Reserves.

The next MVF Board of Directors meeting is scheduled for 7:30 p.m. on Thursday, June 28 in the North Creek Board Room, 20125 Arrowhead Road.
