Get to know the community members who are running for the Montgomery Village Foundation Board of Directors this year. Each year, three seats become available on the Board, and those elected will serve a 3-year term.

Doniele Ayres
1. In your civic, professional or personal background, what experience has prepared you for a position on the Montgomery Village Foundation Board of Directors?
My first term as a director was supported by my work on the South Village Board of Directors. I am prepared for continued service with the MVF Board of Directors by my work on several committees of the Foundation, my role as a leader in my professional career and community service. I have familiarized myself with the political, environmental and economic issues in the Village, City of Gaithersburg and the legislative issues impacting Montgomery County.
2. What are the most important items you would like to address as a Montgomery Village Foundation Board member?
Montgomery Village is experiencing growth in the expansion of residential housing and retail businesses. The Montgomery Village Foundation should have priorities of providing economic growth for business, a livable community for residents, and be fiscally responsible with the funds of all Village communities. Environmental and wildlife protection are also important issues for the Foundation and Board of Directors. I am also interested in continuing the work related to community safety, including pedestrian safety on our roadways.
3. What ideas would you recommend to address those concerns?
The MVF Board of Directors can and should work with state and county partners to create business opportunities in the Village, maintain the assets of the Village to improve safety and Village standards while moving forward in current housing trends. Finally, I will continue to support the development of a budget that reflects the priorities of Village residents. Continued work with legislative partners and the local government of the City of Gaithersburg is necessary. I am also interested in working with residents on committees and in association meetings to identify areas where the board can address and resolve issues.
Scott Dyer
1. In your civic, professional or personal background, what experience has prepared you for a position on the Montgomery Village Foundation Board of Directors?
Current Director, Montgomery Village Foundation (15yrs); (prior) East Village Homes Corporation (7yrs); MVF Committees: Environment, Executive/ Personnel, Communications, Recreation, Investment, Election/Nominating (Chair), and 50th Anniversary. As an MVF (and prior EVHC) Board Member, I have experience working on behalf of the residents, including setting assessments, setting annual budgets and reserves, upkeep of the community, working with elected officials, marketing the Village externally, vendor contracts, addressing residents’ questions/concerns, seeking grants, encouraging community participation, long-term planning, protecting the environment, supporting local businesses and schools, etc.
Current employment with JPMorganChase; Finance and Customer Service experience (18yrs).
Former employment with U.S.D.A. and M.D.O.T., included a focus on asset management, procurement, disadvantaged/minority/veteran businesses assistance, transit-oriented redevelopment, grants, public relations/outreach, review of legislation, as a Mediator/Facilitator, homeland security, and environmental compliance.
2. What are the most important items you would like to address as a Montgomery Village Foundation Board member?
Careful integration of the redevelopment of the former Montgomery Village Golf Course (Bloom), Medical Center (Lidl), and Lakeforest Mall (WRS) sites, and the Montgomery Village Shopping Center (Atlantic Realty Companies), limiting the impacts to the existing surrounding homeowners, while maximizing retail offerings and amenities for the benefit of the entire Village; coordination with MoCo on a new county recreation center; improving public safety; continued renovations of pools and facilities and working to ensure our reserve investments can continue to pay for them; keeping assessments low; working with our local businesses and schools to find ways to partner and support; simplifying architectural standards for residents; protecting the environment; and advocating to elected officials.
3. What ideas would you recommend to address those concerns?
Continued transparency and careful integration, with resident input and partnership, of the redevelopment of the Golf Course, Village Shopping Center, Medical Center, and Lakeforest Mall sites, and ensuring existing surrounding homeowners’ concerns are addressed and limiting the impacts to them, maximizing the benefits for new retail offerings and amenities through negotiation with property owners and working with County Planning staff to assure compliance to the MV Master Plan on all redevelopment.
Continue to support the efforts to improve amenities and quality of life for residents. The completed MV Master Plan and the Gaithersburg/IBM/Lakeforest Mall Master Plan, along with the redevelopment of the Golf Course, Village Shopping Center, Medical Center, and Lakeforest Mall sites all have impacts on the future of the Village, and our community needs to own its destiny.
Improving public safety – working with county police, local businesses, schools, and elected officials to keep residents informed and advocate for increased resources for our community.
Fiscal responsibility – keep assessments low for residents while managing the needs for improvements to the existing pools/facilities.
Advocate for residents to our elected officials; to ensure the Village does not become a dumping ground for undesirable projects, as well as protect our local environment.

1. In your civic, professional or personal background, what experience has prepared you for a position on the Montgomery Village Foundation Board of Directors?
My experience on the board of North Village (NV) Homes Corporation has given me an enormous amount of insight into our community. The diversity of NV mirrors the diversity of the Village as a whole. Resolving problems, finding solutions, meeting residents, and learning about the range of needs where one size does not fit all has been most beneficial to my understanding of this community.
My experience with professional networking groups has been equally beneficial as I meet weekly and work with a highly diverse group of businesses from all nationalities, backgrounds, fields and categories.
I also have several decades of experience working with federal and state government agencies. I understand the processes involved in submitting and accepting proposals from contractors and subcontractors, and I feel that will give me insight on tasking budgetary decisions when such situations arise.
I have worked with not only government agencies, but also with nonprofits, trade associations and education organizations.
2. What are the most important items you would like to address as a Montgomery Village Foundation Board member?
The first area is transportation and new development (such as the proposed Lakeforest development and approved by the City of Gaithersburg and the current Bloom development). Both of these developments are and will impact the traffic and travel in and around our community. The transportation issues are complex and by tackling the issues with the other board members, residents and county staff will help us secure our future for the long term.
The second area involves the ongoing problems of safety, security and crime. The police are understaffed and yet providing safe neighborhoods with the amenities we have is critical. Communicating with the police officers and continuing to discuss our concerns is vital.
3. What ideas would you recommend to address those concerns?
With Lakeforest, my goal is that the City of Gaithersburg and developers work closely with MVF staff, board and residents, and continue to hold open forums to fully maintain the vision and viability of MV, and that the development will have a long-term, mutual benefit for all parties involved.
With transportation, I see this as a community-wide issue that requires a task force-level committee to assess the needs and resources of our community. We need to create a new Vision for the community that best reflects our policies, procedures and infrastructure.
