What is the process for making exterior changes to my house?

PROPERTY IMPROVEMENT REQUEST PROCESS

To ensure that your Property Improvement Request (PIR) is reviewed in a timely and thorough manner, please review the following steps when planning exterior changes to your home.

1. Contact the Architectural Standards Department

Before beginning your project, contact the Architectural Standards Department to determine whether your proposed improvement requires approval and to obtain any applicable community or Village-wide criteria.

2. Complete the PIR Application

PIR applications are available online or by contacting the Architectural Standards Department. Be sure to sign and date the application before submitting it.

Property Improvement Request (PIR) applications are reviewed at no cost. No application fee is required.

**Homeowners who wish to authorize a contractor, vendor, architect, or other representative to communicate directly with the Architectural Standards Department on their behalf should complete an Agent Affidavit. This form may be obtained from the Architectural Standards Department and authorizes designated representatives to discuss the application and submit information throughout the review process.

3. Gather Supporting Information

Include all documents necessary for review, such as plats, drawings, dimensions, photos, material samples, brochures, and manufacturer specifications. If additional information is needed, the Architectural Standards Department will contact you.

4. Submit Your Application by the Deadline

Complete applications must be received by Tuesday at 5:00 p.m. to be considered for the Thursday in-house review. Applications received after the deadline or lacking required information will be reviewed during a future cycle. Homeowners requesting consideration for an expedited review due to emergency conditions or property damage should clearly indicate the circumstances on the PIR application. Requests for expedited review will be considered on a case-by-case basis.

5. Understand the Review Process

Most applications are reviewed through the weekly in-house review process. Major projects, such as home additions, swimming pools, new structures, and other significant exterior modifications, require formal review by the Architectural Review Board (ARB) at its next scheduled meeting, held on the first Wednesday of each month. A Review Administrator will notify homeowners if their application requires ARB review.

6. Watch for Your Decision

Official decisions are emailed to applicants between Friday and Monday following the applicable review. Please ensure the email address provided on your application is accurate and monitor your inbox, including your spam or junk folder, for correspondence.

ADDITIONAL INFORMATION

Request Formal ARB Reconsideration

If your application is denied through the in-house review process, you may submit a written request for formal reconsideration by the Architectural Review Board (ARB) at its next scheduled meeting. Requests must be received within 30 days of the in-house review decision and should include any revised plans, additional information, or supporting documentation that may assist the ARB in evaluating your proposal.

Appeal an ARB Decision

If you disagree with the Architectural Review Board's reconsideration decision, you may submit a written appeal to the MVF Executive Committee. Appeals must be received within 30 days of the ARB decision and should include any information supporting the appeal. Appeals are considered in accordance with the Foundation's governing documents.

Additional Dispute Resolution

If you remain unsatisfied with the Executive Committee's decision, you may seek further dispute resolution through the Montgomery County Commission on Common Ownership Communities (CCOC).
